BURIEN, Wash. – Carlos Hernandez packed up his family and left Arizona after the state passed its sweeping immigration crackdown. The illegal immigrant's new home outside Seattle offered something Arizona could not: a driver's license.

Three states — Washington, New Mexico and Utah — allow illegal immigrants to get licenses because their laws do not require proof of citizenship or legal residency. An Associated Press analysis found that those states have seen a surge in immigrants seeking IDs in recent months, a trend experts attribute to crackdowns on illegal immigration in Arizona and elsewhere.

"It's difficult being undocumented and not having an identification," said Hernandez, of Puebla, Mexico. "You can use the Mexican ID, but people look down on it." An American driver's license is also a requirement for many jobs.

The immigration debate has thrown a spotlight on the license programs, which supporters say make financial sense because unlicensed drivers typically do not carry car insurance. Opponents insist the laws attract illegal immigrants and criminals.

"Washington state and New Mexico have been magnet states for the fraudulent document brokers, human traffickers and alien smugglers for years," said Brian Zimmer, president of the Coalition for a Secure Driver's License, a nonprofit research group in Washington, D.C.

State officials in New Mexico dispute that claim.

He said there is mounting evidence that the spike in license applications is a result of pressure on immigrants in states such as Arizona and Oklahoma, where police have been authorized to help enforce federal immigration laws.

Republican lawmakers in New Mexico and Washington state have pushed to tighten the laws in recent years, only to be thwarted by Democrats. The issue is less heated in Utah, where illegal immigrant licenses carry only driving privileges. People cannot use the IDs to board a plane, get a job or buy alcohol, for example.
Candidates in New Mexico's governor's race have made the licenses a campaign theme, with the Republican saying she would revoke IDs granted to illegal and legal immigrants since the state enacted the law in 2003. The Democratic candidate opposes illegal immigrant licenses but prefers a softer approach.

The AP analysis of data in the three states revealed some striking numbers: The rate of licenses issued to immigrants during the 10 weeks that followed approval of the Arizona law reflected a 60 percent increase over the annual average for last year.

By comparison, the rate of licenses issued to non-immigrants during the same period increased only modestly.

Among the other findings:
• New Mexico issued 10,257 licenses to immigrants through the first six months of 2010, compared with 13,481 for all of 2009. The pace has intensified since April, when neighboring Arizona passed its immigration law. The figures include both illegal immigrants and legal residents from outside the U.S.

• New Mexico issued about 417 licenses a week to immigrants from the day after Arizona passed its law through July 1. That is a big jump from the 323 per week it was issuing from Jan. 1 to the day before the law passed.

• Utah handed out 41,000 illegal immigrant licenses for 2010 through June 7, compared with 43,429 for all of 2008. Utah did not provide data for 2009.

• Washington granted 3,200 licenses to people from outside the U.S. through June, exceeding the pace of 5,992 for all of 2009.

Hernandez said he and his family moved to Washington because he and his wife were spooked by the Arizona law that requires officers to check a person's immigration status when enforcing other laws. A federal judge has put most of the law on hold, saying it may be unconstitutional.

Hernandez said he knows other illegal immigrants who considered New Mexico because of the ease of getting a license without documents. But he and others thought Washington would be safer.

"I know that it's not OK for people who come here to cross the border, but there's people that come here that want to contribute ... that want to follow the rules," said Hernandez, 31, who has a 2-year-old daughter.
Recent fraud cases in New Mexico and Washington show some people are trying to exploit the rules.
An Illinois man is accused of driving two Polish immigrants from Chicago to Albuquerque last month in a scheme to charge them $1,000 each for help getting driver's licenses, according to a criminal complaint.
Jaroslaw Kowalczyk of Des Plaines, Ill., allegedly ran an advertisement in a Polish newspaper boasting, "Social security not necessary. 100 percent guarantee."

In Washington, the FBI was tipped that people from across the country were coming to the state because of its license law. Three people, including one current and one former state Licensing Department employee, were arrested in June in a case dealing with the sale of identification documents to illegal immigrants.

"We don't think we're asking for much," said Rep. Tom Campbell, sponsor of a bill last year in Washington seeking to require proof of citizenship to get a license. "We have to have a handle of who's in our state."
In New Mexico, Motor Vehicle Division Director Michael Sandoval cautioned that it's impossible to identify any specific cause-and-effect linking the Arizona law to illegal immigrants relocating in New Mexico because of the way the licenses are issued.

The state does not require clerks to document where immigrants moved from. And clerks cannot ask if someone is in the country illegally..

As a result, there's no way to distinguish between a license issued to a Swiss chemist employed with a visa at Los Alamos National Laboratory and a license assigned to a Mexican laborer in the U.S. illegally.

Washington state immigrant advocate David Ayala said it's better for drivers to have licenses, especially from a public safety standpoint.

"The people who are driving in the streets need to be tested that they have the knowledge and ability to be on the highway," said Ayala, organizing director of a group called OneAmerica.

People with licenses, he added, "have a more normal life. They can cash a check. They can rent an apartment. They can have insurance for the car."

The Lead Mechanic And The Corvette

Ok, I bought this older car and it needed some work. It's a '63 Corvette, and it's had a few things done in the past - some belts replaced, plugs, oil, new wheels and a new sound system. Looks a little less than new, and runs a little rough, but it's a classic right? So I make an appointment, and in I go to the "mechanic".

Upon my arrival I am met by a polished salesman who tells me "don't worry, we can fix this car so it's better than new."

"Well, how much will it cost", I ask.

"Not sure yet son, but don't worry, this is the best car ever made in it's price range! Let me change a few things and it'll be running a good as new!"

He tells me to call later and he'll let me know what needs to be done. So off I go back to do some yard work.

Later that afternoon I call the salesman. He says "Let me have you talk to the lead mechanic."

"Hello, this is Barry O, can I help you?" You're confused. This guy sounds just like the salesman. "Wasn't I just talking to you", you say?

"Oh, yeah, but I was wearin' my other hat." "I'm the lead mechanic now. Let me tell you what I've done, what I want to do, and what you need to do! I know you're gonna be impressed."

"First, I took the liberty of changing the fenders, I had some in stock - from a 69 Trans Am - so I'll just charge you the labor. Parts are free - good deal so far, huh?" "Oh, and I tore out that old sound system, what was that a 2008? You gotta move with the times, son! I put in a new system with XM radio - you're gonna love it!" "What, you don't think you'll use it? You will, trust me! You're gonna love it once you find out what it does!"

"Ok", I say, "why did you do those things without asking me? And how much is it gonna cost?"

"Well, I've been in the car business a long time son, and I know what this car needed. You may not realize it now, but that car needed a change. It was looking old! And although it doesn't look exactly like a Corvette any longer, it will be a sweet car when I'm done." "And to be truthful, well, I wouldn't do the work if you didn't buy the sound system. It's a requirement of my services. I make sure everyone who comes here has one !"

"Now let me tell you what else I have planned. I'm gonna put in a V-16 engine, we'll take a V-8 add a few things, take a few things off - it'll run as good as new. We'll make it fit. You'll see. And oh, I'm gonna paint this baby pepto pink! It's gonna look great. You'll be the talk of the town!"

"But how am I going to pay for all that, and to be honest, I'm not sure I want all that," I say. "What's the bill going to be?"

"Don't worry about the bill son. Look at the car! I didn't make this mess, son. You hired me, though, and I'm gonna fix it. Just stay out of my way! I don't mind workin' on the mess, but I don't need you standing in my way!"

"You're gonna have a one of a kind sorta muscle car here! And it is going to be sweet!" "It's gonna take us some time, we'll do some of the work now - on the frame and engine, but we'll get into the nuts and bolts after we have that in place. We'll know better how much it's gonna cost and how long it will take in a couple weeks."

Now I'm way beyond worried. This guy's only had my Corvette for a day and already it no longer looks like a Corvette, it isn't going to have a Corvette engine, it's going to be a color I don't want, and have accessories I don't need and won't use. But I'm told I'm required to take them. And only God knows what else he wants to do. I can't get my car back, because it's got too much of his stuff on it and in it. He won't release it to me. He's not listening to me when I say I don't want this stuff. All I wanted was an estimate for crying out loud. Now look at me. In retrospect, I guess I should have done a little more research on the mechanic before I brought the car in. Duh, ya think?


Well, maybe I should have more kids... somebody has to pay for this!

Liberal groups try to exploit backlash against Target for helping anti-gay marriage candidate.

ST. PAUL, Minn. (AP) -- Protesters have been rallying outside Target Corp. or its stores almost daily since the retailer angered gay rights supporters and progressives by giving money to help a conservative Republican gubernatorial candidate in Minnesota. Liberal groups are pushing to make an example of the company, hoping its woes will deter other businesses from putting their corporate funds into elections.

A national gay rights group is negotiating with Target officials, demanding that the firm balance the scale by making comparable donations to benefit candidates it favors. Meanwhile, the controversy is threatening to complicate Target's business plans in other urban markets. Several city officials in San Francisco, one of the cities where Target hopes to expand, have begun criticizing the company.

"Target is receiving criticism and frustration from their customers because they are doing something wrong, and that should serve absolutely as an example for other companies," said Ilyse Hogue, director of political advocacy for the liberal group MoveOn.org, which is pressing Target to formally renounce involvement in election campaigns.

But conservative organizations are likely to react harshly if Target makes significant concessions to the left-leaning groups.

The flap has revealed new implications of a recent Supreme Court ruling that appeared to benefit corporations by clearing the way for them to spend company funds directly in elections. Companies taking sides in political campaigns risk alienating customers who back other candidates.

Target's $150,000 donation to a business-oriented group supporting Republican Tom Emmer, an outspoken opponent of gay marriage, was one of the first big corporate contributions to become known after the U.S. Supreme Court threw out prohibitions on corporate spending in elections earlier this year.

The Minneapolis-based chain has gone from defending the donation as a business decision to apologizing and saying it would carefully review its future giving. But the protests have continued.

Demonstrators marched near Target's Minneapolis headquarters on Thursday, and two Facebook groups focused on gay rights are organizing protests at Target stores nationwide this weekend. Immigrant rights supporters have joined the protests, citing Emmer's tough stance on illegal immigration.

The company is in talks with the Human Rights Campaign, a national gay rights organization that wants Target and electronics retailer Best Buy Co., which gave $100,000 to the same group backing Emmer, to match their donations with equal amounts to help gay-friendly candidates.

Fred Sainz, the group's vice president for communications, said he is optimistic both companies will respond to the demand. Target has long cultivated a good relationship with the gay community in Minneapolis, and its gay employees have protested the donation.

"The repair has to be consistent with the harm that was done," Sainz said.

MoveOn, which had feared a heavy flow of corporate donations to groups that help conservative candidates after the Supreme Court decision, protested outside Target headquarters last week.

On the other side, conservatives have begun to rally to support Target, but in smaller numbers. A Facebook page urging "Boycott Target Until They Cease Funding Anti-Gay Politics" has more than 54,000 fans. A page declaring "I will NOT Boycott Target for supporting a Conservative candidate" has a little more than 400 fans.

A Target spokeswoman said the company had nothing to add to chief executive Gregg Steinhafel's statement of apology last week. At Richfield Minn.-based Best Buy, a spokeswoman said the company is reviewing its process for political donations and intended the Minnesota contribution to focus "solely on jobs and an improved economy."

Emmer has said he views the Target giving as an exercise in free speech and wants to keep his campaign focused on economic issues.

Target and rival Wal-Mart Stores Inc. have been trying to expand into urban markets after years of saturating the suburbs. Just last month, Target opened its first store in Manhattan, in East Harlem.

The company has 1,700 stores in the U.S. but only 150 stores in cities, and 50 more in cities with more than 100,000 people nearby.

In San Francisco, Target got a warm reception when it originally outlined plans to open two stores. That's shifted since the Minnesota controversy erupted.

"It just illustrates their disconnect, I think, from a city that they would want to establish a successful business in," said Supervisor Ross Mirkarimi. Target stores would be serving "the epicenter of the LGBT rights movement."

Target and BestBuy's donations went to MN Forward, a business-focused group that has run ads supporting Emmer and his lower-taxes message. The group is staffed by former insiders from Republican Gov. Tim Pawlenty's administration and has also backed a few Democratic legislators.

MN Forward has continued to collect corporate money after the backlash against Target, bringing in $110,000 through Tuesday from businesses including Holiday Cos. gas stations and Graco Inc., a maker of pumps and fluid handling equipment.

Army Doctor Refuses Deployment, Doubts Obama’s Birthplace

A highly decorated 18-year Army veteran was officially charged with disobeying orders and dereliction of duty after refusing to be deployed to Afghanistan because he questions whether Barack Obama is eligible to be president.
Lieutenant Colonel Terrence Lakin, a senior physician with the United States Army, said that his deployment orders were invalid because the nation’s commander-in-chief has failed to prove that he was born in this country, CNN reports. Individuals who were not born in the U.S. cannot be elected president.
"I am not guilty of these charges, and will plead ‘not guilty’ to them because of my conviction that our commander-in-chief may be ineligible under the United States Constitution to serve in that highest of all offices," said Lakin.
"If President Obama is a natural-born citizen, then the American people deserve to see proof, and if he is not, then I believe the orders in this case were illegal," he added.
Lakin, who entered a deferred plea at his court martial arraignment last week, is not alone in his skepticism as to whether Obama was born in Hawaii, as he and the state have claimed. The news source reports that as many as 25 percent of Americans question whether Obama was born in the U.S.

An August Surprise from Obama?

Main Street may be about to get its own gigantic bailout. Rumors are running wild from Washington to Wall Street that the Obama administration is about to order government-controlled lenders Fannie Mae and Freddie Mac to forgive a portion of the mortgage debt of millions of Americans who owe more than what their homes are worth. An estimated 15 million U.S. mortgages – one in five – are underwater with negative equity of some $800 billion. Recall that on Christmas Eve 2009, the Treasury Department waived a $400 billion limit on financial assistance to Fannie and Freddie, pledging unlimited help. The actual vehicle for the bailout could be the Bush-era Home Affordable Refinance Program, or HARP, a sister program to Obama’s loan modification effort. HARP was just extended through June 30, 2011.

The move, if it happens, would be a stunning political and economic bombshell less than 100 days before a midterm election in which Democrats are currently expected to suffer massive, if not historic losses. The key date to watch is August 17 when the Treasury Department holds a much-hyped meeting on the future of Fannie and Freddie. A few key points:

1) Republican leaders believe this is going to happen since GOPers and Democratic moderates in the Senate are unwilling to spend more taxpayer money on more stimulus. But such a housing plan would allow the White House to sidestep congressional objections and show voters it is doing something tangible about an economy that seems to be weakening.

2) Wall Street banks are alerting their clients privately to this possibility. Here is what some are cautiously saying publicly. This from Goldman Sachs:
GSE policies are one of a dwindling number of policy levers the administration has left to pull, so it is conceivable that changes could be made, though there is no sign that a policy change is imminent. The Treasury’s essentially unlimited ability to provide financial support to the GSEs creates an interesting situation over the next twelve months: the GSEs could potentially be used to provide additional support for the housing market and, to a lesser extent, the broader economy in 2H 2001.
And this from Mizuho Securities:
As policy makers ponder their next move the data suggests that they face not only a stalling recovery but a growing risk of deflation taking root in the economy. As a result, the Administration has turned back to industrial policies by approving the purchase of a sub-prime auto lender by GM as a means for pumping up domestic sales, especially since the latest auto sales data indicates that consumers are still responsive to incentives. This precedent increases the risk that the government will use its control of Fannie and Freddie to increase consumer cash flow and juice the economy again.
Moreover, Morgan Stanley is pushing a mortgage relief plan directly to Congress. On August 3, a top Morgan Stanley economist recommended to the Senate Budget Committee that Fannie and Freddie ease their lending standards to allow millions of Americans to refinance their mortgages.
3) Keep in mind the political and economic context. The nascent recovery is already running out of steam. Wall Street economists just downgraded the government’s second-quarter GDP estimate of 2.4 percent to around 1.7 percent. And as even Treasury Secretary Timothy Geithner is warning, the unemployment rate may well begin to rise back toward the politically toxic 10 percent level given such sluggish growth. Many in the White House thought the unemployment rate would be dropping sharply by this point in the recovery.
But that is not happening. What is happening is that the president’s approval ratings are continuing to erode, as are Democratic election polls. Democrats are in real danger of losing the House and almost losing the Senate. The mortgage Hail Mary would be a last-gasp effort to prevent this from happening and to save the Obama agenda. The political calculation is that the number of grateful Americans would be greater than those offended that they — and their children and their grandchildren — would be paying for someone else’s mortgage woes.
4) And don’t think the White House is worried about financial market reaction. If they thought it would pass Congress, they would be submitting a $200 billion Stimulus 2.0 (3.0?, 4.0?) right now.

August is supposed to be a slow month for Washington politics. But maybe not this one.

Freddie Mac requests $1.8B in aid after 2Q loss

WASHINGTON – Government-controlled mortgage buyer Freddie Mac is asking for $1.8 billion in additional federal aid after posting a larger loss in the second quarter.

Freddie Mac said Monday it lost $6 billion, or $1.85 per share, in the April-to-June period. The company is required to pay a 10 percent annual dividend to the Treasury Department on money it has received from the government. That made up $1.3 billion of the company's second-quarter losses.

The company lost $840 million, or 26 cents a share, in the same quarter last year.

The government rescued McLean, Va.-based Freddie Mac and sibling company Fannie Mae from the brink of failure nearly two years ago. The new request means they have needed $148.2 billion to stay afloat, about $63.1 billion of which is being used by Freddie Mac.

Freddie Mac is losing money from bad loans it backed, many of them before the housing market went bust. It had $118 billion in bad loans at the end of June, up from $103.4 billion at the end of last year. It owned more than 62,000 foreclosed properties in June, up from about 35,000 a year earlier.

Both Fannie Mae and Freddie Mac have both lost tens of billions of dollars during the past two years and both are asking the government to prop them up. Last week, Fannie Mae requested $1.5 billion after posting a loss of $3.13 billion, or 55 cents per share, in the second quarter.

Still, the two companies are taking different approaches to their situations. Fannie Mae sounded optimistic about its future. Freddie Mac offered a more tempered view.

"We recognize that high unemployment and other factors still pose very real challenges for the housing market," CEO Charles Haldeman said in a statement. "With that in mind, we continue to focus on the quality of the new business we are adding to our book to be responsible stewards of taxpayer funds."

Fannie and Freddie own or guarantee about half of all U.S. mortgages, or nearly 31 million home loans worth more than $5 trillion. They buy home loans from lenders, package them into bonds with a guarantee against default and sell them to investors.

During the housing boom, Fannie and Freddie faced political pressure to expand homeownership and competitive pressure from Wall Street to back ever-riskier loans. When the market went bust, defaults and foreclosures piled up, and the government had to take them over.

Over the next year, lawmakers plan to review the nation's mortgage-lending system and consider a potential replacement for Fannie Mae and Freddie Mac. The financial overhaul signed by President Barack Obama didn't address that issue, despite protests from Republicans that it was incomplete without a such a plan. The administration is holding a public conference on Aug. 17 in Washington to discuss the mortgage system.
